Thanks to everyone who offered help.

The UP1000 boots via AlphaBIOS, not srm or arc.

For thos people who suggested that it was a ram
problem, the same problem occured when I took the ram
out.

Alpha Processor has told me that it is a dud board,
and I'll be getting it replaced.
