mod-perl on alpha

Has anyone had trouble with mod-perl on alpha in frozen? Running a DS-10,
kernel 2.2.14. Apache loads the module as indicated in the startup message
in the error log, and if I intentionally misconfigure the startup script
or httpd.conf, it refuses to load mod-perl. The problem is that I can't
get mod-perl to recognize any directives in the .conf file. Apache acts as
if nothing is there and does the normal processing.

Any ideas? I have been using the Apache Modules book by Stein/MacEachern,
and have an Intel box configured exactly the same that works fine.
