Why do you think that this is "because" and not some other reason? BTW,
if you will NOT specify a partiton to use then milo will try /dev/sda2
by a default.

You did something else as well; even if you are not aware of it.
For example you formatted this partition in a different way or
you dropped it size below 2 GB (the size itself is not important
but a location of a boot image on a partition may be).

Indeed, and they may be dependent on a version (which you not
find sufficiently interesting to share with the rest of this
list) but not that one. Just FYI I happen to have here a somewhat
unusual machine, :-) which is using milo, and which at this moment
can boot various variants of Linux from
/dev/sda2, /dev/sdb2, /dev/sdc2, /dev/sdc7 and /dev/sdc10
