I don't think that's it. When I telnet to closed ports on the
working machine, the connection is refused. But when I telnet
to open ports, the connection times out. netstat on the good
end reports SYN_RECV for the tcp connection. Attempts to NFS
mount a directory on the good machine times out too.

When I telnet from the good machine to the other, I get no
response -- they all time out. This partial-TCP functionality
is very confusing.

My money is still on the unresolved symbols in the network
drivers. Like I said, there were no compilation errors, so
I don't know what symbols are missing, or what to do about it.

It's identical cards and identical net drivers. Is redhat 6.1
somehow deficient in a way that slackware 7.0 isn't?
Or do the net drivers have problems on alphas?
