Fixes for Red Hat Linux/Alpha 4.0

The following updates for Red Hat Linux/Alpha 4.0 are now availble from
ftp.redhat.com:/updates/4.0/axp. See the Red Hat Errata for full information
on these and other 4.0 updates.

1) ncompress-4.2.4-7

Eliminates unaligned accesses, boosting speed about 30%.

2) joe-2.8-7

Works around compiler/library problem which resulted in
joe dumping core during startup.

3) modules-2.0.0-5

The Alpha distribution was missing /sbin/genksyms, which
is needed to build kernels with module version information.
