make menuconfig uses the ncurses package to make it's menus.
I assume that you didn't install this.

There are some limitations to the early (and later ?) menuconfig menus that
miss parts of the UDB's hardware. It is generally considered best to leave
it to make config for now.

Well, if it is a full install, I would recommend checking the
installation of ncurses.
