I had this problem when I upgraded to devel from 3.0.3 and at that time
(dunno about 4.0) libc was missing in ~pub/lib. It works with these files
and links present:

lrwxrwxrwx 1 root root 12 Sep 19 04:35 libc.so.6 -> libc-1.93.so*

The right thing to do would be to make all the binaries in bin static.
