How to rsh as root under AXP - linux

Hi
We want to execute as root on our Linux Boxes rsh commands, but I get
always permission denied.
We did:
/root/.rhosts has the hostname entry according the who command
/.rhosts has the hostname entry according the who command
/etc/securettys has the
ttyp0
ttyp1
ttyp2
entries
Is there any kerberos authentication running? I have no .klogin files.
