If your srm console is all right, this should be quite easy. Just enter

arc

when at the SRM console prompt and your machine goes to "blue screen".

That's all.

To switch back to SRM select (while in ARC):
Supplementary menu...
Setup the system...
Switch to OpenVMS or OSF console...
Switch to OSF

then power-cycle your system.

Note that the exact menues you're presented depend upon the version of ARC
in your NVRAM. For instance newer UDBs have OSF replace with Digital Unix and
EB64+ board based machines may have a menu item like "machine specific setup..."
below "Setup the system..."
