serial ports & modem

i just hooked up a zoom vfx 28.8 modem to my 166 udb, running 2.1.1.
it's plugged directly into the serial port..i haven't tried a y-cable
yet. any attempt to access /dev/cua0 causes the machine to lock up. i
`echo at>/dev/cua0` with the modem connected, TR goes high, and the machine
freezes. disconnecting or turning off the modem doesn't help. without
the modem connected, `echo at > /dev/cua0` doesn't lock up the machine.
any suggestions?
