Why not just install the Red Hat quickstrip RPM:

ftp://ftp.redhat.com/pub/redhat/redhat-3.0.3/axp/RedHat/quickstrip-1.1-1.axp.rpm

I thought it got installed by default, but perhaps I am mistaken.
