No. That's what the HZ macro in asm/param.h is for. Most Alphas run
with a clock tick at 1024Hz.

It certainly depends on the exact system you have, but in general: no,
Linux/Alpha runs very stably (assuming it's setup properly the hw is
in order, of course...).
