Formatting big DOS partitions.

Does anyone know the trick to creating a large ( 1 Gb ) dos
filesystem? I am using RedHat 4.0 on a UDB, and am trying to format a 1 Gb
Jaz Drive. I successfully created a partition type 6 ( FAT 16bit >=32 M )
with cfdisk and I used "mkdosfs /dev/sdb1" to build the filesystem; however,
mount fails claiming something about too many mount points. If I use
"mkdosfs /dev/sdb1 30000" I can mount the drive, but using anything greater
than about 32768 blocks (32 M) causes an error. Whats up with this?
