/etc/networks not in RH 4.0

Does anyone know why Red Hat 4.0 doesn't ship with the /etc/networks
file? I believe my 3.0.3 had this file setup for localhost. Was this
just an oversight?

Curiously, everything worked fine without the file although I'm only
running standalone. Is this only used for routing network traffic?
