There are an awful lot of daemons running under normal circumstances, and
most of them are running out of /usr/sbin. This includes things like
portmap, inetd, sendmail, etc. You'll have to shut them all down, or move
into single user mode, before you can umount /usr.
(I don't _think_ single user mode depends on anything in /usr...it
shouldn't, but you never know.)
